What is with the warps?

Alot of people have the same problem, when someone tries to warp somewhere, it says "You do not have acess to that command" Im trapped at spawn forever now until someone fixes it. I can't even do anything on the server other than chat and cast spells. I just got on one day and I tried to do /warp kingscross and it said the same thing. Is warping disabled for some people?

I haven't personally had this problem but I have heard about it, sorry I don't really know much about what to do...
